This study examines the design development process of public outdoor signage for the entrance landscape of the Independence Hall of Korea, focusing on pylon sign design. In a historical and cultural place, a pylon sign is not merely a device for delivering information, but a public visual medium that introduces the identity and symbolic value of the site. This study analyzes the symbolic characteristics of the Independence Hall of Korea and reinterprets them within the broader historical and regional context of the independence movement. Based on the temporal narrative of past, present, and future, the concepts of root, torch, and resonance were derived and translated into design elements such as a layered plate structure, a widened base, restrained mass, light, material, and graphic expression. In particular, the lettering style of the Grand Hall of the Nation was applied to the signage to maintain visual continuity with the existing symbolic space. The lighting concept was also developed as an important element, especially in night-time conditions, where the meaning of the torch can be experienced through restrained internal illumination between the layered plates. This study suggests that public outdoor signage in the entrance landscape of a historical and cultural place can go beyond a simple sign function and become a symbolic public design element that initiates the visitor’s experience of the site.
