This study analyzed the basic educational framework that helps people from the vulnerable class of cultural services easily access and participate effectively in activitie, based on domestic art museum education programs. First, we establish a framework for active museum education that reflects the guidelines for museum education involving the elderly with cognitive disabilities and those with mild developmental disabilities. Second, the Caregiver family creates an art museum education model in which group participation activities, personalized activities, and self-help exchange activities are possible in the museum, through various means. Third,it suggests the necessity of implementing an art museum education framework by presenting the direction of art museum active learning that actively helps the elderly, the disabled, and caring families. The conclusion of this study is as follows. First, efforts to advance the education design of active participation-focused art museums that can be approached from a Barrier Free perspective are needed. Second, it recruits vulnerable citizens to an educational platform that is the center of culture and arts, so they can have a wealth of experience, recovery, communication, and self-help exchanges. Third, an effective museum active learning framework expands education and context.
